From Narcoossee District Commissioner, John Rhodes
As we roll into the Spring and Summer of the Scouting Year, are we listening (to the Scouts, Fellow Scouters, Leaders)? In the Seven Habits of Highly Effective People, Stephen Covey tells of a father who came to him saying, “I can’t understand my kid. He just won’t listen to me.” Covey patiently tried to get the dad to see the inconsistency of his statement. You don’t understand people by getting them to listen to YOU. You understand them when you listen to them. Covey suggests that there are 5 levels of listening:
We may be ignoring anther person, not really listening at all.
We may be pretending to listen.
We may be practicing selective listening, drifting in and out of the conversation and paying attention to only parts of the what the other person is saying.
We may be listening attentively.
Very few of us practice the 5th level, the highest form of listening – Empathetic listening, listening with intent to understand; to get inside the Scout’s/Scouter’s frame of reference; seeking to understand them emotionally and intellectually.
Let’s raise our listening game to level 5, with our family, our kids, our Scouts and our fellow Scouters.”

Stan Richards, Dan Morrison, and Theresa Martinez are leading the Narcoossee District Eagle Advancement Team. You can submit proposals and general Eagle advancement inquiries to [email protected].
Please note the following information for Life scouts working on their Eagle Rank:
1. The Eagle Scout Service Project Workbook was last updated in February 2023. Please make sure you are using the 2023A version when you submit your workbook for district review. The 2023A version of the Eagle Scout Service Project Workbook PDF can be downloaded from the National website at:
https://www.scouting.org/programs/scouts-bsa/advancement-and-awards/eagle-scout-workbook/
2. Within the Project Proposal, the District Information requested on Page B should be entered as: Narcoossee Eagle Chair; (407) 889-4403; 1951 S Orange Blossom Trail, Apopka, FL 32703; [email protected]
3. Life scouts who are ready for their Eagle Project Workbook review and District approvals have the option of personally meeting with a District Advancement team member by appointment. The Life Scout can still opt to submit and receive feedback electronically, if preferred. But in some cases, a short in-person meeting will still be needed for signatures. Electronic proposal submissions should be sent to [email protected]
3. Dr. Phillips Charities has established a matching grant fund at the Central Florida Council to which Eagle Scout candidates may apply for partial assistance to fund their Eagle Scout Service project. Only projects located in Orange, Osceola & Seminole counties will be considered for approval. For more information and application: https://www.cflscouting.org/dr-phillips-charities-eagle-service-project-grant-application/
4. Eagle Boards of Review (EBOR) will be held by appointment at a location coordinated by the District. The Eagle Scout Candidate should contact the District Advancement team member specified by Council after application verification to schedule their EBOR.
5. After the EBOR is complete, units should NOT record the date of the Eagle Board of Review Rank achievement, as it delays the certification process with national.
